Dholera smart city explained: what is real versus marketing
Dholera's smart city label rests on real, reported infrastructure: an Integrated Command and Control Centre in the ABCD building, underground utilities with smart water meters and leak detection, a 250 m central spine with smart lighting and sensors, and city-wide fibre. That is genuine, but it currently applies mostly to the small Activation Area, not the full 920 sq km. Some promoted features like a walkable utility tunnel or district cooling are unverified. Judge the smart city by what is operational today, not by the render.
"Smart city" is the most abused phrase in Dholera's marketing and one of the most real things about it, depending on which part you look at. The label can mean everything from genuine sensor-managed utilities to a stock photo of a glowing skyline. This page pins down what smart actually means at Dholera, what is reported built, and where the brochure runs ahead of the ground.
First, a definition. A smart city in the infrastructure sense is one where core services, water, power, lighting, traffic, waste and surveillance, are instrumented with sensors and run through a central control system, so the city can be monitored and managed in real time. It is not about apps or gadgets. It is about the plumbing being intelligent. On that definition, Dholera has a real claim, concentrated in one zone.
The brain: the ICCC
The centrepiece is the Integrated Command and Control Centre, the ICCC, housed in the ABCD building, which stands for Administrative cum Business Centre for Dholera. The ICCC is described as the smart city's brain, pulling together water, power, lighting, surveillance, traffic and environment monitoring, alongside authority offices and single-window clearance. The building sits in the Knowledge and IT Zone inside TP2 on a roughly 9 hectare plot, is LEED Gold in design, and is reported operational. We cover it in depth on the ABCD building and ICCC page.
The utilities that make it smart
The substance behind the label is the utility layer in the Activation Area. Per DICDL, the services are underground and instrumented: power and ICT or fibre ducts below ground, piped natural gas, potable water with smart meters and leak detection, a recycled-water network, wastewater lines, and stormwater channelled into a 6.5 km man-made canal, plus a water treatment plant of about 50 MLD. Burying and metering utilities like this is exactly what "smart" is supposed to mean at the infrastructure level, and it is a real difference from a conventional Indian town that grows its services piecemeal.

The spine and the roads
Two more pieces round out the smart-infrastructure claim. The Central Spine Road is a 250 m wide corridor spanning the SIR, reported 100 percent operational with smart lighting and sensors. The internal road network is reported at about 72 km, in widths from 18 to 70 m, with pedestrian and cycle lanes and a reserved corridor for future rapid transit. Both are reported, one from portal-grade coverage and one from a DICDL interview, so we attribute them rather than state them as audited fact.
Where the marketing runs ahead
Now the honest half. Almost all of the smart infrastructure above applies to the Activation Area, roughly 22.5 sq km, not to the full 920 sq km. Marketing routinely presents the smart-city features as if they blanket the whole region; they do not, and cannot until the later phases are built. Separately, some promoted features are unverified, including a common walkable "utility tunnel", district cooling, and desalination. These appear in promotional material but are not reliably confirmed as built, so we do not present them as real.
How to judge the smart city honestly
Use one filter: is the feature operational today, in the zone you are looking at? The ICCC, the ducted and metered utilities, the central spine and the internal roads are reported operational in the Activation Area, and that is a real, above-average standard of city infrastructure. The full-region smart city, the walkable tunnels and the more exotic features are future or unverified. When a seller waves the smart city label at a plot far from the Activation Area, they are borrowing the credibility of infrastructure that plot does not touch. The bottom line
Dholera's smart city is real where it exists: a working command centre, underground instrumented utilities, a sensor-lit central spine and a planned transit corridor, concentrated in the Activation Area and reported operational. It is also marketed as bigger and more finished than it is. Take the operational Activation-Area infrastructure seriously, discount the region-wide and unverified claims, and you will have an accurate read on how smart Dholera actually is today.
