Its business is banking, capital markets, insurance, funds, fintech and bullion, and it hosts India's first international bullion exchange. It covers roughly 359 hectares (about 886 acres). Dholera is the Dholera Special Investment Region, a greenfield industrial and manufacturing smart city on the western coast of the Gulf of Khambhat, roughly 100 km southwest of Ahmedabad. Its legal basis is the Gujarat Special Investment Region Act, 2009, and it is a node of the Delhi-Mumbai Industrial Corridor. Stage is the real difference
The single line that explains most of the gap is stage. GIFT City is operational. Companies work there, the bullion exchange trades, the towers are occupied. When you engage with GIFT City you are buying into something that already exists, which is why its pricing reflects what is already known about it. There is less to discover, and therefore, arguably, less to gain and less to lose from a single milestone.
Dholera is the opposite. Most of it is a plan with real but partial construction on the ground: the expressway is reported open, around 300 MW of solar is operational, the Activation Area trunk infrastructure and the ABCD building are reported done, and the Tata semiconductor fab is roughly half built. The bulk of the city, and the airport, are still ahead. That means the price you pay today is a bet on execution over years, not payment for a finished product.
How to actually decide
Because they are different assets, the honest decision is not which is better but which question you are answering. If you want exposure to a working financial ecosystem with visible tenants and are comfortable that much of the value is already reflected in price, GIFT City is the one built for that. If you are willing to hold for a long horizon, accept that dates slip, and want early entry into an industrial build whose biggest catalysts, the airport and the fab reaching production, are still ahead, Dholera is the one built for that. Neither answer is wrong; they suit different risk appetites and different timelines.
