Dholera TP2: the most active scheme, home to the Activation Area and Tata fab
TP Scheme 2 (TP2) is the beating heart of Dholera today. It covers a reported area of about 102 sq km, the largest of the six schemes, and it holds the pieces that make Dholera more than a plan: the roughly 22.5 sq km Activation Area, the ABCD administrative building with its command centre, and the Tata semiconductor fab now under construction. If you want to see visible, on-ground progress in Dholera, TP2 is where it is. That also makes it the zone most likely to carry a genuine, source-consistent premium, because proximity to the Activation Area is one of the real price drivers. The usual discipline still applies: verify the Final Plot number, title and RERA status before you buy.
If you only look at one Dholera scheme, look at TP2. This is where the abstract idea of a smart city becomes concrete: serviced plots, trunk utilities, a command centre in a real building, and a semiconductor fab rising on site. Everything else in Dholera is judged partly by how TP2 is progressing, because TP2 is the proof of concept for the whole plan. The largest scheme: about 102 sq km
TP2 is reported to cover roughly 102 sq km, making it the largest of the six Dholera schemes and, with TP1's roughly 51 sq km, one half of the ~153 sq km Phase-I. We label the 102 sq km figure reported, consistent with how we treat the other scheme areas, because it comes from planning summaries and press rather than a single primary certificate a buyer can independently read. What is not in doubt is that TP2 is the scheme carrying the city's early build-out.
The Activation Area lives here
The single most important thing inside TP2 is the Activation Area, a roughly 22.5 sq km plug-and-play demonstration zone that represents about 4.25 percent of Dholera's developable land. It is Phase-1 within Phase-I: the compact area where trunk infrastructure was concentrated first so that early industry could plug in. Reported built infrastructure across the Activation Area includes underground utilities, a recycled-water network, roughly 72 km of internal roads, a water treatment plant and stormwater drainage into a man-made canal. This is why proximity to the Activation Area is repeatedly cited as one of the genuine price drivers in Dholera. A plot near serviced, active infrastructure is a different asset from one in an outer scheme still awaiting its phase. That is a statement about direction, not about any specific price. We do not publish a per-square-yard figure, because no verified one exists, and broker-quoted appreciation numbers are promotional and unaudited.
The ABCD building and the city's brain
TP2 also contains the ABCD building, the Administrative cum Business Centre for Dholera, on a roughly 9-hectare plot inside the Knowledge and IT Zone. It houses the Integrated Command and Control Centre, the smart-city nerve system that is intended to monitor water, power, lighting, surveillance, traffic and environment, along with authority offices and single-window clearance. Its command centre is reported operational, and we flag a discrepancy in its stated built-up area, cited as roughly 14,000 sq m in one government phase figure and around 36,000 sq m in developer material. The Tata semiconductor fab
The largest single anchor in Dholera, the Tata Electronics and PSMC semiconductor fab, is being built inside TP2. Approved by the Union Cabinet in February 2024 under the India Semiconductor Mission, it carries an investment of about Rs 91,000 crore, targets up to 50,000 wafers a month on a 300mm line, and reported civil progress of roughly 50 percent as of April 2026. What this means for a buyer
TP2 is the scheme where the source-consistent price drivers concentrate: proximity to the Activation Area, developed trunk infrastructure, and nearness to the anchor projects. That makes it the zone most likely to command a genuine premium, and also the zone where sellers push hardest, so scepticism should rise with the sales pressure. The presence of the fab and the command centre does not make any individual plot legitimate. You still verify the Final Plot number and sanctioned TP proof, confirm title through the sale deed, 7/12 extract and a 30-year encumbrance search, and check RERA registration by number on the Gujarat portal.
