DICDL

In one line

Dholera Industrial City Development Ltd, the special-purpose company that builds Dholera's infrastructure; jointly owned by the Gujarat and central governments.

DICDL is Dholera Industrial City Development Limited, the special-purpose vehicle that actually builds the city inside Dholera SIR. It was incorporated on 28 January 2016. Where DSIRDA plans and regulates, DICDL executes: roads, trunk utilities, water and power networks, and the smart-city systems in the Activation Area.

Its ownership is split between two levels of government. The Gujarat government, through DSIRDA, holds 51 percent, and the central government, through the NICDC Trust, holds 49 percent. That public ownership is why DICDL is the source often cited for on-ground infrastructure progress in the region.

For a buyer, DICDL is useful as a reference point for what physical development has been delivered, such as the internal road network, underground utilities, the water treatment plant and the command centre in the ABCD building. It is not a plot-selling agency, so any private seller claiming to represent it should be treated with care.
