NICDC is the National Industrial Corridor Development Corporation, formerly known as DMICDC. It is the central government's nodal agency for developing India's industrial corridors, and Dholera is one of the key nodes it helps drive as part of the Delhi-Mumbai Industrial Corridor.

In the Dholera structure, NICDC represents the central government's interest. Through the NICDC Trust it holds the 49 percent central stake in DICDL, the company that builds the city, with the Gujarat government holding the other 51 percent via DSIRDA. This is what makes Dholera a joint state-and-centre project rather than a purely local one.
