The Gujarat Special Investment Region Act, 2009 is the state law that creates and governs Special Investment Regions in Gujarat. It provides the legal foundation for delineating a large economic zone, establishing a planning and development authority for it, and setting the framework under which the region is planned and built.

Dholera SIR exists because of this Act. Its full legal name is the Dholera Special Investment Region, and the Act is what allows a statutory authority, DSIRDA, to prepare the master plan, sanction Town Planning schemes and control land use across the region's planned area of about 920 sq km. The Act, in short, is the source of Dholera's governance structure.

For a buyer, the significance of the 2009 Act is that it defines the rules of the game, but it does not by itself make any individual plot safe. The Act sits above the practical checks that protect you, namely a sanctioned TP scheme and Final Plot number, RERA registration on the GUJRERA portal, and clear non-agricultural title.
