N.A. (Non-Agricultural) Land

Land legally converted from agricultural to non-agricultural use, which is required before lawful construction in Gujarat.

N.A. land is land that has been legally converted from agricultural to Non-Agricultural use. Under Section 65 of the Gujarat Land Revenue Code, agricultural land must be converted with the Collector's permission before it can lawfully be built upon for residential, commercial or industrial purposes.

In Dholera there is an important shortcut. Land that sits inside an approved or sanctioned Town Planning scheme and carries a Final Plot number is treated as deemed non-agricultural, so a separate N.A. order is not always needed. Where a plot is not covered by a sanctioned TP scheme, you should demand the actual N.A. order before proceeding.

This matters twice over for buyers. First, buying agricultural land marketed as being inside the SIR, but without N.A. status or a sanctioned FP, is a documented red flag. Second, non-resident buyers are directly affected, because under FEMA an NRI or OCI cannot buy agricultural land at all and may only purchase a plot that is legally non-agricultural. Read N.A.
